In ruling on requests for a unit of skilled craftsmen and their helpers and apprentices to be severed from a broader unit, the Board islimited by a craft-unit proviso to Section 9 of the Act. (Craft-severance elections are discussed in more detail below.)

PERSONS EXCLUDED FROM UNIT: 2

Also excluded are (1) confidential employees "who assist and act in a confidential capacity to persons who formulate, determine, and effectuate management policies in the field of labor relations," (2) children and spouse of the employer; (3) "managerial" employees who formulate and execute policies of the employer; (4) temporary employees, including students hired during school vacations; and (5) retired employees or persons drawing social security annuities. But regular part-time employees are not excluded, nor are employees on vacation, sick leave, or other authorized leave of absence. Moreover, no "managerial employee" is within the scope of the Act.
